Flanagan’s 12-step Program to Fix DCS

Charles Flanagan, the Director of the Department of Child Safety DCS/CPS portrait of Charles Flanaganin Arizona, is in charge of the agency that medically kidnapped Kayla and Hannah Diegel, (see A Miracle For Two Sisters), as well as thousands more children in the state of Arizona.  His state ranks top in the country for removing children from their homes, so many in fact, there are children-sleeping-overnight-in-arizona-dcs-offices because they can’t keep up with their rate of taking 34 children a day, everyday, into state custody.
It is universally accepted that Flanagan inherited a mess not of his own making, but that’s exactly why he got the job in the first place.  CPS was so riddled in problems it was abolished by Governor Brewer, and DCS was formed for the specific purpose of starting a new agency to fix it.  Toward that end, and via focusing on the Diegel Sisters, the Miracle Team felt certain that they could enlighten Flanagan to what needed to be done. Seeing for himself what went on in the Diegel case would result in his freeing them, and allow for Flanagan to ensure such a kidnapping could never happen again.  Much in this blog was designed to educate him in particular, and was even dedicated to him.
Yet, despite Flanagan’s promises to “… prevent abuse and neglect of children where possible and intervene to protect children when necessary, as well as to hold those who harm children accountable.”  we have seen no indication of any effort to do so.  Instead, he turns to the same old, same old excuses and remedies that have lead to the massive failure and dysfunction of the original agency he is charged with fixing and changing.  he even has gone so far as to make public pleas to HIRE, (not fire), more social workers, and throw more money at an agency that is destroying children and families hand over fist with no end in sight.
Flanagan states on his webpage: “It is through public service, transparency, integrity, moral and ethical behavior that we will find success in providing safety for the vulnerable children of Arizona.”  All the while he rails against anything that could do so, wrongfully begrudging the mother of the sisters, and claiming social media has it wrong.  We don’t have it wrong Mr. Flanagan, and the truth will be born out just as soon as you bring “ transparency, integrity, moral and ethical behavior” to the table, and acknowledge what is, and what has gone on.  Because so much of this occurred before your tenure, you could come out of this unscathed, but time is running out for the sisters, and thousands more who are suffering in untold ways, each and every day in State custody as though they are criminals and prisoners under this failed regime.

The people of Arizona are calling on you, Mr. Flanagan, to stop this carnage of families, and the Miracle Team is providing a 12-step program that should be implemented immediately.

Step 1:  Acknowledge that the definition of insanity is doing the same thing over and over again, and expecting a different result.

Step 2:  Acknowledge that you must NOT perpetuate the insanity of CPS/DCS any longer, and MUST do things differently.

Step 3:  Acknowledge that many things have been done wrong and improperly in, and by the agency and people you oversee, and change must start from within.

Step 4:  Acknowledge that because the lives and well-being of children are involved, this requires the most urgent action to remedy.

Step 5:  Acknowledge that far too many children are being traumatized and ripped from good, loving homes, thus overburdening an already overburdened system, and this must stop immediately.

Step 6:  Acknowledge that there are thousands upon thousands of children in the system that don’t belong there, and need to go home forthwith.

Step 7:  Acknowledge that Arizona has a state law that explicitly protects parental rights, and that it is routinely violated by people in your organization, and you must stop this from continuing.

Step 8:  Acknowledge that there is a culture in your agency of lies, deceit, and arrogance by certain individuals who have disrespected the law, parents’ rights and the best interests of the child and that these people must be held accountable, and purged before anything can be fixed.

Step 9:  Acknowledge that until the evil of people in your employ who would compromise and sacrifice the well-being of children and families is investigated, rooted out, and prosecuted, there is no hope of fixing this system, and doing right by all these children and families.

Step 10: Acknowledge that one lie by any individual that leads to the removal of any child from the home, or the severance of any parent’s parental rights, is a crime against humanity, and swift and immediate action is required to stop such. 

Step 11:  Acknowledge that a thorough and complete investigation of the facts in the Diegel case would provide a blue print for what is wrong in your agency, and needs to be stopped and fixed, thereby facilitating correction and removal of all people and policies that enabled such egregious malfeasance, and would provide the road map for preventing it ever happening again to any other family.


Time is, and has  been, of the essence.  If all of the above can’t be acknowledged and acted on, then any prospects of fixing the system and saving, and sparing the tens of thousands of children and families who are, and have suffered under such draconian practices is a lost cause.  There has been ample time for you, Mr. Flanagan, to get to it, and ample information provided to you.  Dedicated to FLANAGAN, Dir. of DCS in ARIZONA  There’s lots more, but you choose to ignore it.  Are you up to the challenges of this critically important job?  If not, move aside please.  CHILDREN’S LIVES ARE HANGING IN THE BALANCE! 

Arizona law explicitly protects parental rights.

Ariz. Rev. Stat. § 1-601

A. The liberty of parents to direct the upbringing, education, health care and mental health of their children is a fundamental right.

B. This state, any political subdivision of this state or any other governmental entity shall not infringe on these rights without demonstrating that the compelling governmental interest as applied to the child involved is of the highest order, is narrowly tailored and is not otherwise served by a less restrictive means.

    Are there any letters that can be sent directly to Mr. Flanagan. I have already sent the series of letters to our legislaters just wondering if there were any to be sent to Mr. Flanagan. Thx

      Please contact DCS and ask them to take another look at the case of Kayla and Hannah Diegel. Use your own words or these …
      Please take another look at the case of Kayla and Hannah Diegel. There is no evidence of abuse or neglect in this case. The facts seem to indicate that the parents were reported to DCS due to a medical disagreement with a doctor. The girls have been in greater danger in state care than with their parents. This is a wonderful opportunity to show how the new Arizona DCS and director are taking child safety seriously.
